Editorial Ethics


About observance of ethics of scientific publications by the editorial staff of the Journal “Proceedings of universities. Electronics”

The editorial board and the editorial staff of the Journal “Proceeding of universities. Electronics” acknowledge the requirements to observe the ethics of scientific publications in the sphere of intellectual rights for using the authors' materials, to be published in the Journal “Proceeding of universities. Electronics” and act within the framework of the Russian Federation Law in affect.
The editorial board and the editorial staff of the Journal follow the code of the rules “Code of Ethics of scientific publications”, elaborated and approved by the Committee of ethics of scientific publications.
The observance of the ethical norms and rules is obligatory for all participants in the process of publishing scientific materials: authors, reviewers, editorial board members and editorial staff.

Professional ethics principles in activity of an editor and a publisher

In his activity an editor is responsible for publication of authors' papers, which implies the necessity of following the principles presented below:
- taking decision about publication an editor of the scientific journal is guided by the authenticity of data presentation and the scientific significance of the paper being considered;
- an editor is obliged to estimate an intellectual content of manuscripts without regard of race, sex, sexual orientation, religious views, origin, citizenship, social position or political preferences of authors;
- the non-published data, received from the manuscripts, presented for consideration, must not be used for personal purposes or transferred to third persons without the author’s consent in written form. The information or ideas, obtained during editing and related with possible advantages, must retain confidential and not to be used for the purpose of obtaining personal benefit;
- an editor must not permit the information publication, if there are enough reasons to consider it as plagiarism;
- an editor together with a publisher must not leave without an answer the pretenses, related to the considered manuscripts or published materials, as well as in case of revealing the conflict situation he must take all necessary measures for restoring the infringed rights.

Ethic principles in activity of a reviewer

A reviewer executes the scientific expertise of author’s materials, so that his actions must be of an unprejudiced nature, consisting in fulfillment of the following principles:
- a manuscript received for reviewing must be considered as a confidential document, which must not be given for acquaintance or discussion to third persons not authorized by the editorial staff;
- a reviewer must give an objective and well-reasoned estimation of the study results presented. The personal criticism of an author is not admissible;
- not published data, received from the manuscripts presented for consideration, must not be used by a reviewer for personal purposes;
- a reviewer, who, to his mind, is not qualified enough for the manuscript estimation, or can not be objective, for instance, in case of the conflict of interests with an author or an institution, must report this to an editor with the request to exclude him from the process of reviewing the given manuscript.


Principles, which must be followed by an author of scientific publications

An author (or a group of authors) recognizes that he bears the initial responsibility for novelty and authenticity of the scientific study results, which implies an observance of the following principles:
- authors of papers must submit the authentic results of the studies performed.
The deliberately erroneous or counterfeited statements are inadmissible.
- authors must guarantee that the study results, presented in the submitted manuscript, are completely original. The borrowed fragments or statements must be drawn up with the necessary indication of the author and the primary source. Excessive borrowings as well as plagiarism in any forms, including the non-drawn up citations, re-phrasing or appropriation the rights for the results of somebody else' studies are not ethic and inadmissible;
- it is necessary to acknowledge the contribution of all persons, who in any case have influenced the study execution, in particular, in the paper the references to the works, which had significance in the study execution, must be presented.
- authors must not submit to the Journal a manuscript previously presented to any other journal and being under consideration and also a paper already published in another journal;
- all persons, who have made a significant contribution to conducting studies, must be indicated as co-authors. It is inadmissible to indicate the persons, who have not taken part in the studies;
- if an author finds significant errors or inaccuracies in the paper at the stage of its consideration or after its publishing, he must as soon as possible notify the editorial staff about this.
The code of ethics of scientific publications has been elaborated and approved by the Committee of ethics of scientific publications.
