Peer-reviewed scientifical and technical journal “Proceedings of Universities. Electronics” has been established in October 1995 by Russian Federation State Committee on Higher Education and by Moscow Institute of Electronic Technology. It has the Mass Media Registration Certificate no. 014134 of October 12, 1995. First issue of the journal “Proceedings of Universities. Electronics” has been published in October 1996.
The Journal was re-registered in Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor) on Feb. 01. 2018, new Certificate is PI no. FS 77-72307.
Journal frequency is 6 issues per year (bimonthly).
The journal “Proceedings of Universities. Electronics” (Proc. Univ. Electronics) publishes the works of scientists specialized in several fields of electronics, to name : studying materials, devices, electronic circuit engineering and design, micro- and nanotechnologies, micro- and nanosystem engineering, quantum computers, measuring systems, radio-electronic components, biomedical electronics, to name a few.

Every year, selected articles of “Proc. Univ. The journal “Proc. Univ. Electronics” is included in Russian Science Citation Index and in Science Index rating.

The Journal is distributed by subscription in substantially all regions of Russia, in countries of the Union of Independent States and in neighboring foreign countries. About 30 profile universities receive our Journal.
Guiding principles for the author of a scientific publication
The author (or authoring team) is aware of his/her/their primary responsibility for academic novelty and veracity of scientific research results, which presumes adherence to the following principles:
– The article authors must submit trustworthy results of undertaken researches. Willfully erroneous or fabricated statements are unacceptable;
– The authors must guarantee that the research results presented in the submitted manuscript are fully original. Sections of text or statements replicated from other sources must be correctly referenced with obligatory assigning credit to original author(s) and source(s). The abundance of quotes and paraphrases, as well as plagiarism in any form, including unreferenced citation, re-wording unreferenced use of others’ research results, are unethical and unacceptable;
– It is necessary to recognize the contribution of all persons that have some way or other influenced the direction and course of their study, in particular, submitted manuscript must contain references to works that were of importance while conducting research;
– The authors must not submit the same, or essentially the same, article to a second primary research journal whilst it remains under active consideration by another journal;
– All persons who have made substantial contributions to the conception or design of the research work must be stated as article authors. Any other individuals who have not, in fact, been involved with the work must not be named among authors;
– When the author discovers an error in submitted or already published work, he/she should make the journal editing team aware of that error as soon as possible.
The journal is focused on advanced topics of electronics. It publishes reports of high-quality original research with conclusions representing a significant advance in the field, achieved at R&D institutions, universities and industrial enterprises of Russia, as well as works of educationalists presenting methodological aspects of teaching/learning with account for modern educational requirements and modes and study. The journal also informs the readers about scientific conferences. Supplementary issues might be dedicated to special topics.
