An important element of constructing the automated system of the image restoration is a measure of quality for restoration of blurred images in absence of any information related to the original image. Such systems operate only with distorted images and original images are unavailable. In the paper, the approach, based on the analysis of interline and intercolumn pixel correlation in the image restored by the Lucy - Richardson method, has been proposed. The studies have shown that using the proposed quality measure makes it possible to achieve good results of the blurred images restoration. The dominating problem of restoration - the estimate of distorting operator has been solved using the iteration approximation of the impulse response of the distorting system and the estimate of the approximation results using the proposed measure. As a result, the Lucy-Richardson method has been modified so that the restoration of images can be performed in the automated mode without a user intervention.

The algorithm of the layered motion compensation based on the hexagonal shape of the blocks has been improved. The difference image, produced after the motion compensation has been compressed by the SPIHT algorithm based on a discrete wavelet transform. It has been experimentally proved that using hexagonal blocks improves the visual quality of processed video sequence and statistical multi-modeling in layered encoding has enabled to decrease the computational complexity of the video compression scheme proposed.

A video compression algorithm, based on hierarchical wavelet coefficients coding and overlapped motion compensation, has been proposed. Within this algorithm framework, a three-layer coding scheme of the motion vectors has been implemented to provide the embedded bit stream generation and the flexible bit budget allocation between the motion and residual image coding.

The R-D criterion utilization in SPIHT algorithm has been proposed. The numerical results for a wavelet based videocodec using the proposed idea have been presented for the standard test sequences.
