Editorial Board and Editorial Office of the journal “Proceedings of Universities. Electronics” acknowledge the requirements to observe academic publication ethics in the domain of intellectual rights to use author materials published in the journal “Proceedings of Universities. Electronics”, and act within the Russian Federation legislation currently in force.

Editorial Board and Editorial Office of the journal are governed by the body of rules “Code of Academic Publication Ethics” developed and enacted by RASEP Council of Academic Publication Ethics. Observance of ethical standards and rules is obligatory for all participants of scientific materials publishing process: for authors, peer-reviewers, Editorial Board members and Editorial Office staff.

If a research the results of which were published in the journal “Proceedings of Universities. Electronics” was not conducted in compliance with governing ethical principles, please feel free to send reasonable claim to the Editorial Office via e-mail: magazine@miee.ru

 

Professional ethics principles in editing and publishing

The editor exercising his/her duties is responsible for publishing authors’ works, which obliges him/her to observe the following basic principles:

  • When deciding whether the manuscript should be published the editor takes into account the validity of presented data and academic significance of work under consideration.
  • The editor should assess intellectual content of manuscripts regardless of its authors’ race, gender, sexual orientation, religious beliefs, origin, citizenship, social status or political views.
  • Unpublished data fr om manuscripts under consideration must not be used for personal purposes nor be transmitted to third parties without written consent of manuscript author(s). Information or ideas obtained during manuscript editing and related to possible advantages for editor should be kept confidential and must not be used for personal profit.
  • The editor must not accept the information for publication if there are sufficient grounds to believe that this information is plagiarized.
  • The editor and the publisher should not leave unanswered the complaints about considered manuscripts or published materials. If a conflict arises they are obliged to take all possible measures to restore violated rights.

Editorial Office tolerates no offending attitude towards staff members or other participants of manuscript editing and publication process. In the event of such a conduct the Editorial Office is entitled to bring in measures, including taking manuscript off consideration and discontinuing further collaboration.

 

 

Ethical principles in peer-reviewing

A reviewer performs scientific assessment of author materials; hence his/her actions should be impartial and the following principles should be observed:

  • Manuscript received for peer review should be considered as confidential document that must not be transmitted for reviewing or discussing to third persons not authorized for that by the Editorial Office.
  • A reviewer should give impartial and reasoned assessment to research results presented. Personal criticism of author is unacceptable.
  • A reviewer must not use unpublished data from manuscripts under consideration for personal purposes.
  • A reviewer who considers himself/herself as insufficiently qualified for manuscript assessment, or who cannot be impartial, for example because of conflict of interests with author or organization, should make the editor aware of these circumstances and ask the editor to exclude him/her from peer reviewing of such a manuscript.

Principles to be observed by scientific publication authors

An author (single or authoring team) is aware of his/her/their primary responsibility for the novelty and validity of research findings, which supposes the observance of the following principles:

  • Article authors should provide consistent results of conducted research. Purposely erroneous or fabricated research statements are unacceptable.
  • The authors should guarantee that research results presented in submitted manuscript are fully original. Borrowed text fragments or statements must be presented as citations, with obligatory reference to primary author(s) and source. Excess borrowing, as well as any form of plagiarism, in­cluding text copying without source attribution, text recycling or misappropriation of other author’s research results, are unethical and unacceptable.
  • It is necessary to acknowledge the contribution of all persons who influenced in some way or other the research progress, for instance, the article should contain references to works relevant to the pursuance of research.
  • The authors must not submit to the journal a manuscript submitted to another journal and being under consideration there or an article already published in another journal.
  • All persons who contributed considerably to the pursuance of research should be listed as article co-authors. It is unacceptable to list among co­authors the persons who did not participate in the research.
  • If the author detects significant errors or inaccuracies in the article on the stage of its consideration or after its publication, he/she should notify the Editorial Office of that as soon as possible.

 

 

 

 

Affiliation

Article affiliation should list the institution(s) in which the research was conducted and/or which has supported and/or approved the presented research.

 

Self-citing and text recycling

Text recycling (subsequent use of considerable fragment of the author’s own previously published materials – not only text but also data, tables, figures or results – without due reference to source and substantiation) is not welcome in the journal.

Self-citing is only acceptable when there is reasonable academic necessity and with obligatory reference to all published sources partially matching the submitted material.

The share of self-citing in the reference list must not exceed 15 %. Bypassing this lim it requires reasonable explanation in cover letter and special consideration in Editorial Office.

Manuscripts with recycled text and excess self-citing are rejected.

 

Free expression of opinion

The freedom in opinion expression is the key value of the journal “Proceedings of Universities. Electronics”. Editorial Office refrains from publication of purposely wrong information that can injure reputation of individuals, groups of people or organizations, and acts within the Russian Federation Constitution and legislation.

 

Corrections and retraction

In case of error or typos detection in published articles the corrections are published in subsequent issues. Retraction is applied above all to article with erroneous conclusions or to materials containing plagiarism. Editorial Office is entitled to stop online access to article and to publish a notice explaining the causes of full text removal, for example if the material is found to be calumniating, violating privacy law or presenting serious threat to public health. Conflicts on this matter can be solved by communication with interested parties or by addressing an appropriate institution with expert evaluation request.
