The thermodynamic analysis of the influence of Coulomb blockade and elastic strain on the conditions for the introduction of a single impurity atom into the system of two-dimensional quantum dots (QD) has been performed. The existence of the technologically realizable region of concentrations and temperatures for the controlled introduction of a single phosphor atom in the system of the two-dimensional germanium Quantum Dots on the surface of silicon matrix has been shown.
